Login window freezes when making VNC connection from Windows to Mac

Login window on remote Mac freezes when I make VNC connection from local Windows laptop to remote Mac.
The same problem occurs both in UltraVNC Viewer and in Chrome VNC Viewer.
(There is no problem when connecting from Mac to Mac.)
Searching in the internet, I have found several sites saying this is a bug
of Mac Mojave.
The only workaround I have found is
to retry to make VNC connection, after
killing the remote login window by the command
sudo pkill loginwindow
entering the remote Mac with ssh from command prompt.
This workaround is working for me.
